It appears that efforts to reform the Public Regulation Commission will be pushed back a year. State Senate Majority Leader Michael Sanchez has blocked all measures to streamline the agency and establish minimum qualifications for elected members. He believes the Legislature should take another year to vet the proposals. The PRC, which has been plagued by recent scandals, sets rules and rates for
