A new report from the federal natural resources conservation service says snow accumulation will likely produce lower than average water runoff in the state this year. Forecasters predict that flow on the rio grande at a measuring point between los alamos and santa fe could be just under half the average from between 1981 and 2010. The projections are based on the first three months of the typical snow accumulation over three months.
