Gas and electric utilties are going to have to have plans in place for weather-related crises, because of a vote on the public regulation commission. New guidelines mean utilities have to look at backup capabilities and alternate fuel-delivery systems. The PRC had voted 5 to 0 to mandate state-regulated utilities to be better-prepared.
