If it feels like you're paying more for higher education lately... you're not alone. A new report says tuition at public colleges and universities hit record levels last year... the state higher education executive officers association reported that average tuition costs went up by 8-point-3-percent, to an average of about 52-hundred dollars for the 2011-2012 school year... at the same time, state and local funding for operating expenses, research, and student aid fell by 9-percent, to the lowest level in 25 years.
